I could not find any specific in the RuleBook.

For skier cross - are there any rules similar to FIS i.e minimum length and turn radius - or can I use just about any ski to enter the event?

For boarder cross - they only thing i found in the rule book is no pointy front and squre back. Are hard boots allowed?

hard boots are legal, tail has to be rounded.

I don't believe we have a definition for skis... (but don't quote me)

Here is the information posted on the FIS rules page about ski cross. Most people us GS skis for Ski Cross, and you can't wear a speed suit. You can follow this link for more information. wiki.fisski.com/index.php/Ski_Cross

My 12 year-old son skis on Volkl Mantra Juniors (twin tips). Are these okay regulation wise?

Twin tips are fine. My daughter is competing in skiercross, and will be on Volkl's too. Good luck at Nationals!
